Climate Change Policy and Pre-Monsoon Institutional Response, SDPI


Pakistan has always been affected by extreme weather conditions. The effects of climate change have manifested themselves in Pakistan through extreme weather conditions leading to unprecedented cyclones, floods, droughts, storms and glacial lake outbursts etc. The economic and social losses caused by these disasters run into billions of dollars. In the recent floods alone in 2010, more than 20 million people have been affected and displaced.
Even though such disasters are becoming more unpredictable with their frequency increasing, the capacity of the government to cope with these challenges is diminishing. There is a need for the right set of policies, frameworks, mechanisms and capacity building measures aimed at disaster risk reduction and mitigation rather than merely response, to deal with natural, policy-led as well as manmade disasters. 
 
In this regard, the Sustainable Development Policy Institute (SDPI) and Strengthening Participatory Organization (SPO) are jointly organizing a consultation titled “Climate Change Policy and Pre-Monsoon Institutional Response” 
 
The consultation intends to review institutional responses to deal with climate change by organizing a stakeholder’s dialogue and preparing recommendations for the Government of Pakistan. SPO will also present a review paper on Pakistan’s first National Climate Change Policy (NCCP) which has been approved and effective since 2011. This policy review paper provides an unbiased and independent opinion/analysis in context to NCCP’s relevance, scope, merits, demerits, shortcomings and unique selling points in the particular scenario of Pakistan. In the second session, NDMA and its provincial bodies (PDMAs) will share preparedness plans and associated arrangements for the monsoon season of 2012.
 
It is anticipated that the debate generated as a result of this consultation will lead to better-informed policy and institutional response mechanisms.
